Spotlight: John Fischer, I-Pang Fu, Steve Boldt

The WIDA Digital Learning Innovation Team (DLITe) assists in the design, development, delivery, and support of digital learning. These three WIDA colleagues were instrumental in the development and launch of the new WIDA Virtual Institute.

WIDA established the Digital Learning Innovation Team (DLITe) in April 2019 to assist WIDA departments in the design, development, delivery and support of digital learning. From its inception, DLITe’s goal has been to provide high quality, transformational digital learning opportunities to support educators, administrators, early care and educational practitioners, test administrators and coordinators, families, and WIDA staff for the purpose of advancing academic language development, and academic achievement for multilingual learners.

I-Pang Fu, John Fischer and Steven Boldt, three members of DLITe, were instrumental in the design of the new WIDA Virtual Institute, an innovative online learning experience.

I-Pang specializes in online learning, competency-based education and learning innovation. Before starting at UW-Madison, I-Pang served as an instructional designer and technologist at the Smeal College of Business at Penn State University. Previously, he worked as a web specialist/research assistant at the University of Illinois at Urbana-Champaign, and as a human resource specialist and corporate trainer with Sporton International, a testing and certification company in Asia. 

I-Pang holds a doctorate in workforce education with a specialty in organization development and human resource development, and a minor in educational psychology from Penn State University. He also earned a Master of Education in human resource education from the University of Illinois& at Urbana-Champaign and a Master of Business Administration from National Changhua University of Education in Taiwan.

John is responsible for the strategy and ongoing management of WIDA’s learning technologies. He engages in instructional design and serves as a liaison with WIDA staff to ensure successful adoption, deployment and integration of learning technologies. John also provides oversight of learning technology projects to ensure learning matches the needs of internal and external stakeholders and enables effortless learning while researching current and future learning technology trends and best practices to determine applicability to the organization. 

John holds a doctorate in educational administration and policy analysis from UW-Madison. In his past roles, he was an ELL teacher, outreach program manager with UW-Extension, executive director for the WEA Professional Development Academy and the Quality Educator Interactive, director of administration for the Association of Wisconsin School Administrators and served as a legal specialist in the U.S. Army Reserve. John's licenses and certifications include ELL and English teaching, school principal, district technology coordinator, consensus building trainer, online course development, and higher education leadership, among others.

Steven Boldt
Assistant Director of Digital Learning and Technology

Steve supports and maintains WIDA's online professional learning ecosystem. He is responsible for leading a team of instructional designers, technologists, and analysts who assist teams and programs in the creation of online professional learning programs and courses for educators worldwide.

Steve has more than 20 years of experience in managing, designing, developing and delivering online programs, courses, workshops and trainings in both the public and private sectors. Steve earned his bachelor’s and master’s in education and holds professional master’s certificates in innovative product design and development, project management and leadership.
